Section 14.27 requires the public be given ADEQUATE public notice so as to be able to participate in the required public hearing. The law requires adequate public notice include signage on the property at least 14 days prior to the public hearing. All the public notices, including the signage were insufficient in notifying the public as to what the issues would be addressed. The notices simply said it was a request for "over 40 units". That ambiguous wording does not inform the public as to whether the request is for 41 units or 401 units. Obviously the total number of units requested has a dramatic effect on the project's community impact.

It was not until Saturday, November 14 the public finally learned the actual request was for 232 units (nearly SIX times the 40 unit-limit). This "real" notice was less than the required 14 days thus depriving the public of adequate time to assess the project's impact and give meaningful testimony.
