A.   The proposed rezoning promotes the purposes of the Zoning Ordinance as required by 17.2.3.3(A)(1) in that it provides for a range of housing types and costs to meet the current and future needs of citizens of the City and ensures the effective integration of development and redevelopment with surrounding land uses; 

B.   The proposed rezoning is compatible with existing surrounding land uses and the land uses envisioned in the Comprehensive Plan as required by 17.2.3.3(A)(2); 

C.   The proposed rezoning promotes the implementation of the Comprehensive Plan by accommodating land uses that are envisioned by the Neighborhood Hub future land use category that represents the desired future land use pattern for this area of the City; and

D.   The proposed rezoning is in the public interest due to the material change in the character of the neighborhood and the City generally such that the proposed rezoning better aligns the existing and evolving land use contexts, promotes compatibility with adjacent properties, and provides an extension of the surrounding commercial area in the Neighborhood Hub future land use category.
